Digital commerce can help small businesses raise productivity, reach global markets and drive sustainable growth across the UK. This report explores how eBay helps entrepreneurs realise that potential by providing the tools, training and infrastructure they need to start, grow and scale.

This report highlights how eBay small businesses are driving economic growth well beyond London and the South East, with a strong presence across the country including a “super hub” in the North West. Greater Manchester is home to more eBay small business activity than any other comparable region in Europe.

To help more businesses share in these opportunities, the report sets out four priorities for government: making it easier to start and grow a business; accelerating digital and AI adoption; reducing customs and VAT barriers for small exporters; and supporting repair, reuse and resale.

Emily Benton

eBay’s targeted support helps small businesses turn ambition into growth. For Emily Benton, who launched second-hand fashion brand Fluffy Cow on eBay in 2020, a 2025 eBay Start Up Scale Up grant opened the door to a new way of selling. She used the funding to invest in stock and trial eBay Live, with such success that she shifted fully to live selling in 2026. What began as an experiment has transformed her business, driving significant growth and changing how she connects with customers.

Matt Giles eBay Seller

eBay is equipping small businesses with AI tools to work more efficiently and grow. eBay’s AI Activate programme provides PreLoved Tech founder Matt Giles free access to ChatGPT Enterprise and training to open-up new ways to manage and expand his business. Matt uses AI to handle growing demand, analyse performance and refine his live-selling strategy, freeing him to focus on customers and key business decisions. With AI supporting its expansion on eBay Live, PreLoved Tech expects eBay revenue to reach £1.2 million this year, nearly double last year’s total, and has added two employees.

Hanli Sinclair

eBay helps small businesses reach international customers and unlock new opportunities for growth. For Hanli Sinclair, who founded car parts business Sahm Parts Ltd in 2021, the cost and complexity of EU VAT requirements had held back European expansion. eBay International Shipping has eased that burden by handling customs, duties, and overseas delivery through its UK hub. Since adopting the programme, Sahm Parts has seen trade grow by 17 percent, with Australia, Italy and the US now its largest overseas markets - giving Hanli access to the wider customer base her business needs to keep growing.

Lindsay Hayman Headshot

eBay helps turn resale and reuse into opportunities for growth, keeping products and materials in use for longer. For Lindsay Hayman, that journey began with selling household items on eBay to earn extra income. It grew into Ojewellery, a British jewellery brand creating pieces from recycled precious metals and genuine gemstones, which has now generated more than £1 million in sales. Her story illustrates how businesses can build on the value of existing products and materials - creating livelihoods while helping reduce waste and demand for new resources.
