Brian Bieron is Executive Director of the Public Policy Lab. Bieron has published and spoken on a broad variety of issues at the nexus of technology and commerce including taxation, telecommunications, customs, and intellectual property.
Bieron led eBay’s US Government Relations Team in Washington, DC from 2004 to 2012, overseeing eBay staff, outside lobbying firms, a DC-based PR firm, various trade associations and a federal political action committee. These resources were focused on issues important to eBay and its community of users, including sales tax collection on the Internet, net neutrality, proposals to ISP third-party liability, and cross-border trade policies impacting small businesses.
Prior to joining eBay, Bieron spent three-and-a-half years as a Director at Clark & Weinstock, one of Washington’s leading bipartisan lobbying and consulting firms. He supported a wide range of clients, including leading technology, telecommunications, and financial services companies such as Microsoft, AT&T, PhRMA, NASDAQ, and eBay. He also spent twelve years on Capitol Hill as a congressional staff person, including service as Policy Director for House Rules Committee Chairman David Dreier, where he played a lead role on key congressional trade and technology issues.
Mr. Bieron is a magna cum laude Bachelor of Arts graduate of St. Joseph's University in Philadelphia, and received a Masters in International Affairs from George Washington University. He lives in Springfield, Virginia with his wife Kim Bieron, son James and daughters Julianne and Allison.

Hanne Melin is a former competition lawyer who has acquired expertise in the application of traditional rules in the area of trade and regulatory to the global digital economy. She develops strategy and vision for public policy adapted to a technology-enabled and globally connected marketplace as well as provides legal and strategic support to eBay's EMEA Government Relations team.
Hanne has lectured at the College of Europe, in Bruges (Belgium), on competition law, and she is a guest lecturer at the law faculty of Lund University (Sweden). She has written for many legal journals on the topic of online commerce and she is a frequent speaker on the topic of trade policy in the digital economy.
Prior to joining eBay, Hanne was an associate at the law firm Sidley Austin LLP, where she practiced competition law for five years in Brussels. She has a Master in International Business Law from King's College London.
Senior Manager, The Americas
Alan Elias is a Senior Manager for Global Public Policy and a member of the eBay Public Policy Lab with a focus on the Americas.
Prior to joining eBay, Alan was a Vice President at Mercury Public Affairs, where he advised clients on a broad portfolio of issues including technology, international commerce and trade, taxation, cybersecurity, intellectual property, and defense. He also worked on Capitol Hill for nearly ten years serving as a policy advisor to Senators’ Ron Johnson, John McCain, and Norm Coleman. During this time, Alan specialized in foreign policy, homeland security, and federal financial management.
Alan graduated from The George Washington University with a B.A. in International Affairs and a M.A. in Political Management. He also received a M.A. in National Security and Strategic Studies from the United States Naval War College. Originally from Philadelphia, PA, Alan resides in Washington, DC.
